Jennifer Adams joined the Housing Authority of New Orleans in 2012 and serves as the Director of the Development and Modernization Department. Adams currently manages HANO’s in-progress development and modernization projects with an estimated value of $300 million, and provides direction for capital improvement grants budgeting for agency and strategic plans. She also oversees the Section 3 / Disadvantaged Business Enterprise (DBE) program. As the Director, Adams also works with the Finance and Legal departments to negotiate business terms on development loans. She brings over 16 years of construction management experience to HANO, previously serving as the Architectural Services Manager for the Georgia Department of Community Affairs Office of Affordable Housing, and as a Project Engineer at Catamount Constructors and Gay Construction Company. Adams currently holds a Bachelor of Science in Building Construction from Georgia Institute of Technology and a Master of Arts in Architectural History from Savannah College of Art and Design.

Robert (Bobby) Anderson is the Director of Public Safety at the Housing Authority of New Orleans. Anderson provides an independent assessment of the agency’s financial, operational, and procedural activities to ensure compliance with federal, state and local laws and regulations, and maintains the oversight responsibility of the HANO Police Department. Anderson launched his law enforcement career over 40 years ago with the New Orleans Police Department serving as the Detective Sergeant in the Criminal Investigation Division. Prior to joining HANO in September 2013, he worked for the United States Department of Housing and Urban Development – Office of Inspector General (HUD-OIG) as a Special Agent and was influential in the federal response to Hurricane Katrina. During his tenure with HUD-OIG, Anderson served in a number of supervisory roles, including Supervisory Assistant Special Agent (ASAC), Special Agent in Charge (SAC), and Deputy SAC until his retirement in July 2013. Anderson holds a Bachelor of Criminal Justice degree from Loyola University New Orleans.

With over 35 years of legal experience, Robert B. Barbor is the General Counsel for the Housing Authority and manages the agency’s Legal Department. In conjunction with the Legal staff, Barbor oversees and identifies legal issues in the various agency departments, represents the agency in court and administrative proceedings, and handles public record requests. Barbor joined HANO in April 2012 and served as the Special Advisor to the General Counsel, specifically for special projects and real estate transactions, and was eventually promoted to his current position as General Counsel. Barbor received his Bachelor’s degree from Tulane University and is a graduate of Tulane University’s School of Law.

Olukayode Adetayo joined the Housing Authority of New Orleans (HANO) as its Chief Financial Officer (CFO) in March 2016. As the CFO, he will serve as the primary authority for HANO on all financial matters, which includes financial management and record-keeping, managing financial risks, and providing strategic direction for the fiscal affairs of HANO. He brings to the job over twenty-five (25) years of experience in Public Housing and Housing Finance Agencies, which includes Housing Operations, Accounting and Finance, Auditing, Rental Assistance Demonstration (RAD) projects financing, Construction Management, Low Income Housing Tax Credit (LIHTC), Procurement, Information Technology, Low Income Public Housing Subsidy Assistance and Housing Choice Voucher programs (HCVP).
Prior to joining HANO, Mr. Adetayo was the CFO for the Housing Authority of Cook County (HACC) in Chicago, Illinois from April 2010 to February 2016. HACC is the second largest Public Housing Authority in Illinois, serving over 15,000 families and individuals in suburban Cook County. Mr. Adetayo was appointed by the HACC Board of Commissioners to also serve as the Interim HACC Executive Director from June 2011 through July 2011.
Mr. Adetayo earned a Bachelor of Science in Accounting and Finance from Florida State University in Tallahassee, Florida and a Master of Accountancy degree from the University of Georgia in Athens, Georgia. He is a Licensed Certified Public Accountant from the State of Florida and a member of the American Institute of Certified Public Accountants. To enhance his public housing knowledge and expertise, Mr. Adetayo has attended several industry best practices training seminars and conferences sponsored by industry giants such as NAHRO, Casterline Associates PC, Nan McKay & Associates, Novogradac & Company LLP, CVR Associates Inc., and HUD.
Instilled with core values of accountability, responsibility, and integrity, Mr. Adetayo has successfully demonstrated how these are integral for sound financial management in any organization. He looks forward to building upon these values with the staff at HANO through commitment to excellence in service for safe, decent, and affordable housing to low-income individuals and families of New Orleans.

Dawn Domengeaux joined the Housing Authority of New Orleans (HANO) in September 2013 as the Director of Client Services. In her role as Director, Domengeaux is responsible for managing the Homeownership Department, and youth and senior programs. Domengeaux also supervises the relocation and re-occupancy efforts for HANO properties undergoing capital improvements, rehabilitation, or redevelopment and coordinates the community supportive services for residents. Prior to her position at HANO, Domengeaux worked for the New Orleans Redevelopment Authority (NORA), and served in several roles including Disposition Manager, Program Administrator of the Lot Next Door Program, and Community Outreach Manager. Domengeaux holds a Bachelor of Arts in Elementary Education from Southern University of New Orleans (SUNO) and received a Master of Education in Higher Education Administration from the University of Akron (OH).

April Kennedy joined the Housing Authority of New Orleans in 2012 to oversee the implementation of the Choice Neighborhood Initiative (CNI) Grant awarded to HANO and the City of New Orleans. As part of the grant implementation, Kennedy is responsible for the coordination and management of all three core areas of the grant which focuses on housing, people, and neighborhoods. Working closely with the Iberville Resident Working Team (IRWT), HANO departments, the City, project developers, and other partners, Kennedy leads one of the most important initiatives in the City of New Orleans. She also serves as the key point of contact with the U.S. Department of Housing and Urban Development (HUD) staff in Washington, D.C. Prior to her current position at HANO, Kennedy worked with the Louisiana Quadel Housing Services under the Statewide Permanent Supportive Housing Program (PSH). Her professional background includes over 15 years of experience in affordable housing, community development, not-for-profit management, and federal, state, and local grants administration. Kennedy holds a Bachelor of Science degree from Indiana University.

Maggie Merrill is the Director of Asset Management at the Housing Authority of New Orleans, managing the agency’s mixed finance and public housing scattered site properties throughout the city of New Orleans. Merrill oversees public housing property and resident data, and establishes guidelines for the management and maintenance of HANO-owned and third party-owned communities with public housing. Prior to transitioning into her current position in HANO’s Asset Management Department, Merrill was the Senior Advisor to the HANO Administrative Receiver, and was tasked to re-establish relationships between HANO and its partners within the city, in addition to creating opportunities for interagency collaboration and the leveraging of respective resources on major projects and initiatives. She was also directly involved in HANO’s development programs and led the implementation of the Choice Neighborhoods Initiative (CNI) Grant for HANO. Merrill received a Bachelor of Science in Biology from Bates College and holds a Master of Public Health in Health Education and Communication from the Tulane School of Public Health and Tropical Medicine in addition to completed course work for the Doctorate of Urban Studies Program at the University of New Orleans.

Audrey Plessy is the Manager of the Procurement and Contracts Department at the Housing Authority of New Orleans. As Manager, Plessy implements and manages HANO’s procurement process and all related activities to purchase goods and services for the agency’s central office, conventional public housing sites, mixed income/tax credit sites, and scattered site properties. Plessy has procured goods and services for the agency for 10 years in accordance with all federal, state, and local regulations, providing maximum competition to vendors and contractors for the delivery of quality goods and services at a competitive cost to the agency. She also manages HANO’s inventory, and previously as Contract Administrator, developed and implemented contract administration procedures for the agency. Plessy holds a Bachelor’s and Master’s Degree in Social Work from Southern University at New Orleans.

Allan Rivera is the Director of HANO’s Information Technology Department and has more than 14 years of Information Technology experience. He joined HANO in 2010, and presently oversees the Information Technology Department. Prior to joining HANO, Rivera was a Senior Network Consultant and Engineer for Carrollton Technology Partners and the Manager of Information System for The Blood Center. With over 14 years of professional experience, Rivera has an extensive knowledge of the Information Technology field and has a number of certifications, including Microsoft Certified System Engineer (MCSE), Microsoft Certified System Administrator Messaging (MCSA), Cisco Certified Network Associate (CCNA), and CompTIA IT Project Management (Project+). Rivera holds an Associate’s Degree in Computer Information Technology, and Computer Networking from Delgado Community College and is pursuing a Bachelor of Science degree in Applied Computing Systems and Technology at Tulane University.

Serving as the Director of Strategic Planning for the past 16 years, Shelley Smith works closely with the senior leadership team to provide planning and technical support for HANO’s operational, programmatic, and capital development initiatives. Smith also coordinates the Public Housing Agency (PHA) Plan’s annual preparation process and facilitates various grants and special applications, policy analysis, needs assessments, performance monitoring, and organizational improvement efforts for the Housing Authority. Formerly, Smith was Deputy Director of the Mayor’s Office of Planning and Community Services where she, in conjunction with nine planners, formulated strategic plans for housing, human services, and neighborhood revitalization in partnership with the City’s Community Development Block Grant Program. She earned a Bachelor’s degree and a Master’s degree from Tulane University.

Lesley E. Thomas is the Director of Communications and Intergovernmental Relations and manages the day-to-day implementation of the agency’s public and media relations strategy. Thomas is responsible for maintaining organizational goals and objectives by developing external and internal informational programs, including the dissemination of newsletters, briefing documents, pamphlets and brochures, and other marketing and public relations tools, and provides intergovernmental support to the Executive Director on legislative activities at the state and federal level. Prior to her current position, Thomas served as HANO’s Public Information Officer and was responsible for managing media and community relations. Before joining HANO in 2011, Thomas worked as a Senior Publicist and Press Writer for the City of New Orleans. Thomas holds a Bachelor’s and Master’s degree in Mass Communications from Southern University and A&M College.

Kelly Walker is the Director of Human Resources at HANO and supervises various functions of the Human Resources Department. In her current position, Walker manages the day-to-day processes of the HR Department, consisting of recruitment, orientation, compensation, staff management, employee relations, organizational change, employee development, and employee training. Before her appointment as Manager of Human Resources this year, Walker previously served as the HR Generalist and Senior HR Generalist at HANO. Walker holds a Bachelor of Science degree in Business Management and a Masters of Business Administration with a specialization in Human Resource Management (MBA/HRM). In addition, Walker is an active member and Conference Ambassador for the Society of Human Resources Management (SHRM) and the local Human Resource Management Association (HRMA) of New Orleans.
